The Law on Fire Prevention, Fire Fighting and Rescue (PCCC and CNCH) has abolished the regulations on PCCC services as a conditional business line.

The 15th National Assembly voted to pass the Law on Fire Prevention and Rescue, effective from July 1, 2025.

According to previous regulations, PCCC service business is a conditional business line and the police agency issues a certificate of business eligibility.

This includes the following 6 groups of occupations: Design consulting, appraisal consulting, supervision consulting on fire prevention and fighting; consulting on inspection and technical inspection of fire prevention and fighting; consulting on transferring fire prevention and fighting technology; training and guidance on fire prevention and fighting operations; construction and installation of fire prevention and fighting systems; production and assembly of fire prevention and fighting equipment.

However, according to the provisions of the new Law on Fire Prevention and Rescue that has come into effect, the Law has abolished the regulations on PCCC service business as a conditional business line.

Accordingly, the 6 groups of industries mentioned above are no longer conditional business lines.

According to the law-drafting agency, the new regulation aims to socialize fire prevention and fighting service business activities, create conditions for opening up for establishments and enterprises, and enhance autonomy and self-responsibility under the supervision and management of state agencies.
