The emulation theme in 2026 launched by the Hanoi City Labor Federation is: Union members and workers compete in Innovation - Promoting digital transformation - Improving productivity and efficiency; bringing the Resolution of the Party, the Fatherland Front and the Vietnam Trade Union into life.

Increasing direct worker reward targets

The City Labor Federation will launch an emulation movement among union members and workers and civil servants to be proactive, dynamic, creative, promote initiatives, improve techniques, innovate working processes, promote research and application of advances in science and technology, information technology, digital transformation into production, business, economic management; practice thrift, fight waste; accompany businesses to focus on removing difficulties in production and business, improve competitiveness, develop sustainably, ensure jobs and income for workers.

In order for emulation movements to truly come into life, as a place for union members and workers to contribute their talents and intelligence, the Trade Union will coordinate in building, proposing and implementing training solutions to improve the skills of workers, especially digital skills and the ability to adapt to new technology; building and developing the "Digital Workers" team. In addition, coordinate with authorities at all levels and employers to promote training programs, improve vocational skills, digital skills, soft skills, foreign languages for workers, laborers, etc.

Notably, in the period of 2025 - 2030, the City Labor Federation has identified the grassroots orientation, for union members and workers, and encouraged the great strength of union members, workers and civil servants and trade union organizations at all levels.

Link the patriotic emulation movement among workers and civil servants with caring for and protecting the legitimate rights and interests of union members, workers and civil servants, improving labor productivity and product quality.

Pay attention to and focus on emulation movements in the production and business sector. Timely reward, the right person, the right achievements, pay attention to reward and encourage workers directly involved in production.

The direction of the emulation movement in various fields

To implement, the Capital Trade Union sets a target of the rate of rewards for workers, laborers directly involved in production, civil servants, and public employees who do not hold leadership or management positions: At the grassroots level, at least 90%; at the City Labor Federation level, at least 50%.

100% of the emulation clusters of the City Labor Federation have new models, effective or creative approaches introduced and replicated in all levels of trade unions. Each year, Emulation Clusters organize at least 1 seminar and exchange of practical and effective experiences, contributing to improving the effectiveness of Trade Union activities.

The task is to direct the City Trade Union to direct the emulation movement in areas of life, economy and society that are urgent today such as reforming administrative procedures, order and urban civilization, food safety and hygiene, traffic safety, health, education, removing bottlenecks in production and business, improving productivity, product quality, improving workers' lives, associated with implementing political tasks such as implementing the year of "order and urban civilization"; "Building a new rural area", contributing to the successful implementation of the Resolution of the City Party Congress.

The Trade Union will focus on rewarding and encouraging workers who directly promote initiatives and creativity in production, improve equipment and machinery, and the workplace, contributing to reducing labor for workers, increasing productivity and product quality.
