Emulation towards the grassroots, direct workers
Recently, the emulation and reward movement organized and implemented by the Trade Union organization has had many innovations. One of them is emulation movements towards the grassroots, focusing on and creating all conditions for workers to directly participate.
The rate of direct employee rewards increases
Notable in the recent reward results is the reward rate for direct workers, civil servants, and public employees who do not hold leadership positions in the 2020 - 2025 period, reaching 35.5%, exceeding the set target.
This clearly demonstrates the orientation of substantial innovation, taking union members and workers as the center, and strongly rewarding the grassroots, where the emulation movements are directly organized and responded to.
In Hanoi, the Trade Union focuses on innovating the content and form of emulation, directing units to focus on rewarding and encouraging those who directly work, produce, and work; small collectives, and individuals at the grassroots level. This innovation is clearly demonstrated in the "Initiative and Creative Capital" movement.
Since 1996, the Hanoi City Labor Federation has concretized the emulation movement "Creative Labor" launched by the Vietnam General Confederation of Labor with the movement to strive for the title "Initiative, Creative Capital". With criteria suitable to local reality, the unit and movement have spread, and have been positively responded to by authorities at all levels, trade unions, business owners and a large number of workers.
Mr. Ha Duc Nhen, Stanley Vietnam Electricity Company Limited, is one of the people to receive the title of "Initiative, Innovation among employees" in 2025. One of the improvement projects that he personally cherishes most, bringing the company more than VND2.6 billion/year in benefits is the improvement project "Selecting and installing positive wave filters with optimal distribution of resistance".
This improvement project not only brings economic value but also helps reduce the risk of fire and explosion due to overheating, keeping equipment safe; limiting electrical incidents, helping to stabilize production; reducing electricity consumption, contributing to energy saving, environmental protection.
Sharing about the implementation process of the improvement project, Mr. Nhen said that from the time he came up with the improvement idea to the implementation of the site, measuring parameters and developing models, he and his colleagues encountered many difficulties. The most valuable thing is that they always receive companionship, support, encouragement and motivation from the Board of Directors and the Executive Board of the Company's Trade Union.
On average, each year he has 2-3 valuable improvement projects that benefit the company. What Mr. Nhen and many other workers who received emulation titles want to share is that emulation movements with criteria suitable for their daily work have helped them have the conditions to contribute their intelligence and talent.
Mr. Yohei Angata - senior innovation expert of Stanley Vietnam Electricity Company Limited said that in order to promptly recognize and encourage employees to promote innovation initiatives and actively propose innovation projects, the company has established regulations on reward mechanisms according to clear evaluation criteria from application efficiency, innovation ideas, efforts, etc.
Mr. Yohei Angata highly appreciated the role of the Company's Trade Union in launching emulation movements among union members and workers, especially the creative initiative emulation movement, bringing great efficiency to production and business, helping the company save hundreds of billions of VND each year.
I hope that in the coming time, the Trade Union will continue to promote its role in launching emulation movements to encourage union members and workers to enthusiastically compete in labor production. The company's workers will continue to promote the spirit of innovation and creativity to have many improvement projects to help increase labor productivity and improve the Company's production and business efficiency," said Mr. Yohei Angata.
In 2025 alone, this movement of the Hanoi Trade Union had 80,925 initiatives recognized at the grassroots level. From 682 initiatives and scientific topics, including 536 initiatives that are worth profiting in money, with a profit of more than 363 billion VND, the Emulation Council of the City Labor Federation has selected and recognized 100 typical "Initiatives among Workers and Employees of the Capital" in 2025.

Emulation content promptly adapts to new requirements
The movement "The whole country competes in innovation and digital transformation" and the movement "Locational learning in digital affairs" were widely responded to and implemented by the Trade Union organization. On June 17, 2025, the Vietnam General Confederation of Labor launched and directed trade unions at all levels to respond to the movement, focus on creating changes in awareness, raising the sense of responsibility, creating a vibrant competitive atmosphere, mobilizing and encouraging union members and workers to actively be creative, research, study, and give advice, propose initiatives and solutions to apply science, technology and digital transformation to improve labor productivity, efficiency and work quality; union officials compete to promote digital transformation, apply science, technology, innovation in trade union activities and focus on implementing the "Digital transformation project in trade union activities of the Vietnam General Confederation of Labor to 2026, with a vision to 2030".
Responding to the movement, trade unions at all levels organized many events, commend and honor to promote innovation such as: "Creative Labor Festival", "Creative Labor Forum", "Technical Innovation Competition", "Creative ideas Festival" ... from grassroots trade unions to national levels.
Although it has just been launched, the movement has gradually penetrated into the daily activities of trade unions at all levels, spreading to union members and workers. Trade union leaders at all levels have gradually innovated their thinking, leadership methods, management and operating models from "traditional" to digital space based on digital data.
The application of information technology and scientific and technological achievements in trade union activities at all levels have been strongly promoted, resolutely deployed, and proposed many new, scientific, feasible, and practical solutions and measures to solve problems of the trade union organization and union members and workers.
