Increasing the reward rate for direct producers in the patriotic emulation movement

Complete the elimination of 334,234 temporary and dilapidated houses nationwide

On the morning of December 27, the 11th National Patriotic Emulation Congress with the theme: "Emulation for innovation, creativity, accelerating breakthroughs, bringing the country into an era of strong, civilized and prosperous development" officially opened at the National Convention Center, Hanoi.

According to the Central Emulation and Reward Council, imbued with President Ho Chi Minh's patriotic emulation ideology, implementing the teachings of the One "Emulation and patriotism is for self- benefit, for one's family and for the village, for the country and the nation", "The more difficult it is, the more it is necessary to compete", in the past 5 years, with the leadership and direction of the Party, the State, the Central Emulation and Reward Council, with the theme "Solidarity, creativity, emulation to build and protect the Fatherland", patriotic emulation movements have developed widely, with many innovations in content, form and organization methods.

Emulation movements have brought practical results in all fields, creating strong motivation, encouraging and motivating all classes of people to enthusiastically compete, successfully implement the goals and tasks of socio-economic development, ensuring national defense and security, expanding foreign relations and promoting the strength of great national unity; making an important contribution to the great achievements of national significance in 40 years of renovation, contributing to making "Our country has never had the mechanism, potential, position and international prestige as it is today".

Over the past 5 years, the Prime Minister and Chairman of the Central Emulation and Reward Council have launched and implemented 9 emulation movements nationwide.

One of the movements that has been effectively implemented is "The whole country joins hands to eliminate temporary and dilapidated houses in 2025". Responding to the emulation movement, with the message "Millions of hearts of love - Keeping the roof of a happy house", the Central Committee of the Vietnam Fatherland Front calls on domestic agencies, enterprises, organizations, collectives, individuals and overseas Vietnamese to actively participate in supporting the emulation movement, while acknowledging and expressing gratitude to all kind-hearted people and noble gestures for the happiness of those who are still in many difficulties.

Under the leadership of the Party, with the participation of the entire political system, all levels, sectors, localities and the entire people, the Government has established a Central Steering Committee, closely coordinating with the active support of the Vietnam Fatherland Front and socio-political organizations, mobilizing associations, unions, business communities, philanthropists, compatriots, comrades and soldiers nationwide to join hands, unite and join hands to contribute to the implementation of the emulation movement with the highest results. With strong direction, high determination, great efforts, continuous compliance with practical situations, the requirement to implement quickly, and shorten progress, the Prime Minister has continuously adjusted the time to complete the target and completed it 4 months ahead of the original target (from December 31, 2025, adjusted to before August 31, the content of eliminating temporary houses for meritorious people was completed before July 27, 2025).

After only 1 year and 4 months of launching the emulation movement and after more than 10 months of launching the campaign "450 days and nights of peak period to eliminate temporary and dilapidated houses in 2025", the Central Steering Committee, ministries, branches and localities have launched a rapid campaign, mobilizing over 24.7 trillion VND (of which people contributed and mobilized socialized resources, accounting for nearly half of nearly 12.3 trillion VND), supporting more than 2.7 million working days with more than 454,000 participants, completing the elimination of 334,234 temporary and dilapidated houses nationwide.

By August 26, 2025, the goal of the program to eliminate temporary and dilapidated houses nationwide will be basically completed.

The emulation movement has seen the emergence of many collectives and individuals with outstanding achievements, many good models and methods... That is the proactiveness and positivity of the Army and Police forces, Corporations, State-owned Corporations; Vietnam General Confederation of Labor, Vietnam Women's Union, Vietnam Veterans Association...

The special emulation movement "The whole country unites, joins hands, and competes to prevent, combat and defeat the COVID-19 pandemic" has strongly aroused the spirit of great national unity, promoting the will to be self-reliant, self-reliant, creative, and flexible in organizing and implementing. Many new models and good practices have appeared from practice such as: "3 on-site", "3 routes, 2 destinations", "ATM rice", "ATM oxygen", "supermarket 0 VND", "Zero-dong rice sauce", "Safe green area" model, multi-storey treatment tower, "3 layer" quarantine model...; along with thousands of golden hearts, beautiful actions spread across all over the country. In particular, the North has provided support to Ho Chi Minh City and the southern provinces in the most difficult times, demonstrating the spirit of solidarity and affection, "all for the South in the Son of the Man".

Thanks to the solidarity and determination of the entire nation, Vietnam has successfully controlled the COVID-19 pandemic, becoming one of the countries "backward but aheadward", quickly recovering, opening up, and developing the socio-economy; being recognized and highly appreciated by the international community for leadership, management capacity, community awareness and the humanistic and humane spirit of the Vietnamese people.

Many outstanding collectives and individuals appear

The movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and fighting waste" and the Peak Emulation Round "500 days and nights to complete 3,000 km of expressway" have achieved positive results.

Key projects and works are being urgently implemented, ensuring safety, technical, aesthetic and quality. The socio-economic infrastructure system has a breakthrough development: By the end of 2025, the whole country will complete 3,245 km of highway, 1,711 km of coastal road, many important and large-scale traffic projects will be basically completed, exceeding the schedule such as: North - South expressway in the East; runway, runway and taxiway, terminals T2, T3 at Noi Bai International Airport, Tan Son Nhat; items and works to build Long Thanh International Airport phase 1. Many large power supply infrastructure projects such as the 500kV line 3 Quang Trach (Quang Binh) - Pho Noi (Hung Yen), the 500kV line Lao Cai - Vinh Yen, Nhon Trach Power Plant... were completed rapidly.

In the past 5 years, many outstanding collectives and individuals have emerged from patriotic emulation movements, many advanced models in the fields of politics, economics, science and technology, education, health, culture, society, national defense, security, foreign affairs, etc.

There are many other emulation movements that have brought practical results in all fields.

In the past 5 years, the reward rate for people directly working, producing, working, and fighting under the authority of ministries, departments, branches, and provinces accounted for about 70% (an increase of more than 20% compared to the period 2016 - 2020).

At the 11th National Patriotic Emulation Congress, there were 2,025 delegates who are outstanding examples in all fields, Heroes of Labor, Heroes of the People's Armed Forces, Teachers, Physicians, Artists, Artisans (People, Excellents), Emulation Fighters nationwide, representatives of collectives and individuals awarded the Ho Chi Minh Prize, State Prize, representatives of collectives and individuals with outstanding achievements in patriotic emulation movements that have been commended by the Party and the State in the past 5 years.
