Responsibilities of heads of public educational institutions in implementing the seniority allowance regime for teachers according to Decree 77.

Article 8 of Decree 77/2021/ND-CP stipulates:

Responsibility for implementation

1. The head of a public educational institution is responsible for:

a) Resolve the consequences and pay seniority allowances to beneficiaries from July 1, 2020.

b) Coordinate with the social insurance agency to adjust the contribution rate and the benefit level of the regimes (if any) for teachers who are subjects specified in this Decree and have retired or temporarily suspended seniority allowances within the period from July 1, 2020 to the effective date of this Decree.

2. The competent authority managing teachers is responsible for inspecting the implementation of seniority allowances at affiliated educational institutions to ensure compliance with the provisions of this Decree.

3. Ministers, heads of ministerial-level agencies, heads of government agencies, Chairmen of People's Committees of provinces and centrally run cities and relevant agencies, organizations and individuals are responsible for implementing this Decree.

Accordingly, the head of a public educational institution is responsible for:

- Resolve the consequences and pay seniority allowances to beneficiaries from July 1, 2020.

- Coordinate with the social insurance agency to adjust the contribution rate and the benefit level of the regimes (if any) for teachers who are subjects specified in this Decree and have retired or temporarily suspended from seniority allowances within the period from July 1, 2020 to the effective date of this Decree.
