Time of implementation of payment for policies and regimes due to apparatus arrangement according to Resolution 07

Article 7 of Resolution 07/2025/NQ-CP stipulates as follows:

Responsibility for implementation

1. Responsibilities of the head of the agency, organization, or unit directly managing and using cadres, civil servants, and public employees

c) After being approved by competent authorities, the payment of policies and regimes to cadres, civil servants, public employees and workers must be promptly made no later than November 1, 2025.

2. Responsibilities of Ministers, Heads of ministerial-level agencies, Heads of Government agencies, heads of organizations established by the Government and the Prime Minister that are not public service units.

c) Direct the agency organizing cadres and the financial agency to appraise the list of subjects and funding for implementing policies and regimes and decide according to the authority of the management authority; pay policies and regimes to cadres, civil servants, public employees and workers no later than November 1, 2025.

3. Responsibility of People's Committees of provinces and centrally run cities

d) Direct the Department of Home Affairs and the Department of Finance to appraise the list of subjects and funding for implementing policies and regimes and decide according to the authority of decentralization of management; on that basis, implement policies and regimes for cadres, civil servants, public employees, workers and people working at Associations assigned by the Party and the State no later than November 1, 2025.

b) Direct and guide trade unions at all levels to make a list of voluntary subjects applying for resignation, make a budget estimate for implementation and issue a decision on resignation or submit to competent authorities for consideration and decision according to the management decentralization for full-time trade union officials as prescribed in Article 5 of this Resolution; pay policies and regimes to full-time trade union officials no later than November 1, 2025;

Thus, the time to pay policies to cadres, civil servants and public employees due to the arrangement of the apparatus and administrative units at all levels in Resolution 07/2025/NQ-CP is no later than November 1, 2025.
