Late payment, evasion of social insurance payment, workers suffer
Recently, in Dong Nai province, the situation of enterprises not registering to pay, not paying fully, late in paying, evasion of social insurance (SI), health insurance (HI), and unemployment insurance (UI) has seriously affected the rights of employees.
Enterprises that are late in paying social insurance cause great difficulties for employees such as: Not being able to retire, not being able to settle maternity sickness regimes, and having workers' rights disadvantaged.
According to Dong Nai Provincial Social Insurance, as of October 2025, businesses are still late in paying and evading social insurance, health insurance, and unemployment insurance. The list of units that are late in paying or evading social insurance, health insurance, and unemployment insurance as of October 31, 2025 shows that there are 2,063 units, with a total debt of more than 315 billion VND.
Mr. Pham Long Son - Deputy Director of Dong Nai Provincial Social Insurance - said that the unit has urged units to pay monthly fees on time, provide the amount payable and the amount of late payment arising monthly to each unit; direct specialized collection officers to closely follow the assigned units to be in charge of grasping the operating situation, comparing data, and providing timely instructions for payment.
Dong Nai Province Social Insurance has sent 19,727 notices of late payment and established working records for 1,333 units that were late in paying social insurance, health insurance, and unemployment insurance, inspected 52 units, and coordinated with the Department of Home Affairs to inspect 15 units.
According to the Trade Union Legal Consulting Center, Dong Nai Provincial Federation of Labor in 2025, this unit has participated in a series of labor cases to protect the rights of workers, the most of which are cases related to social insurance debt, accounting for 90% of cases of the Trade Union Legal Consulting Center participating in supporting workers.
Strengthening inspection and handling of units that intentionally delay insurance payment
Faced with the above situation, on November 21, the People's Committee of Dong Nai province issued a document conveying the direction of the Chairman of the People's Committee of Dong Nai province, assigning the Department of Home Affairs, the Department of Finance, the Tax Department of Dong Nai province, the Customs Branch of Region XVIII, the Management Board of Industrial Parks and Economic Zones, the Provincial Police, the People's Committees of communes and wards according to their assigned functions and tasks, in coordination with the Social Insurance of Dong Nai province to continue to strengthen inspection, examination, and handling of units that intentionally delay payment of social insurance, health insurance, and unemployment insurance; advising the Provincial People's Committee on contents beyond their authority.
Previously, on September 10, 11 and 16, 2025, the Supervisory Delegation of the Provincial People's Council's Committee on Culture and Society conducted a survey and supervision of 04 units and enterprises on the implementation of policies and laws on social insurance and unemployment insurance in the province. The Culture - Social Committee of the Dong Nai Provincial People's Council has pointed out that the situation of late payment of social insurance and unemployment insurance is still high.
Therefore, the Culture - Social Committee of the Dong Nai Provincial People's Council recommends that the Department of Home Affairs coordinate with the Provincial Social Insurance and related units to strengthen inspection of compliance with the provisions of the law on social insurance and unemployment insurance; regularly review and handle according to regulations for enterprises that have not participated or have not fully participated in social insurance and unemployment insurance for employees...
As of August 31, 2025, the province has 22,502 units participating in social insurance and unemployment insurance, the number of people participating in compulsory social insurance is more than 1 million people. The number of people participating in unemployment insurance is more than 970,000 people and the number of people participating in voluntary social insurance is over 36,000 people.
According to the Culture - Social Committee of the Dong Nai Provincial People's Council, the rate of social insurance participants compared to the labor force reached 48.3%, 3.7% lower than the target set by the Provincial Party Committee and the Provincial People's Council.
The rate of people participating in unemployment insurance compared to the workforce reached 43.9%, 2.1% lower than the target of the Provincial Party Committee and the Provincial People's Council. The number of people participating in voluntary social insurance decreased by 13.6% compared to the end of 2024; reaching 51% of the plan assigned by Vietnam Social Insurance.
