Regulations on regional minimum wages according to new commune-level areas from 1.7.2025

On June 11, 2025, the Government issued Decree 128/2025/ND-CP (effective from July 1, 2025) regulating decentralization and delegation of authority in state management of the internal affairs sector.

Clause 7, Article 15 of Decree 128/2025/ND-CP stipulates the list of commune-level areas applying the minimum wage for employees working under labor contracts from July 1, 2025 as prescribed in Appendix I attached to Decree 128/2025/ND-CP.

When applying the minimum monthly salary and minimum hourly salary for employees working in commune-level areas in the Appendix attached to Decree 128/2025/ND-CP, in cases where the minimum wage is lower than before July 1, 2025, employers will continue to implement the minimum wage as applied to district-level areas before July 1, 2025 until the Government has new regulations.

Thus, according to the above regulations, when applying the minimum wage in the new commune-level area, in some cases the minimum wage is lower than before July 1, 2025, the minimum wage will be implemented as previously applied to the district-level area until the Government has new regulations.
