When will the early retirement age right before the merger still be paid
Early retirement right before the merger time is still receiving salary, according to the orientation in Official Dispatch 09/CV-BCD.
According to Official Dispatch 09/CV-BCD dated May 30, 2025 on the orientation for temporary staff arrangement when implementing the arrangement of administrative units and local government organizations at 2 levels, the Steering Committee has a policy to resolve for cadres, civil servants and public employees who retire right before the merger to still receive salaries until they enjoy the regime of Decree 178/2024/ND-CP and Decree 67/2025/ND-CP.
In case during the process of arranging administrative units and organizing local government at 2 levels, civil servants and public employees wishing to retire early and quit their jobs or do not meet the requirements of the task or do not meet the standards for civil servants (new commune level) according to the provisions of the revised Law on Civil Servants (being submitted to the 9th Session of the 15th National Assembly for approval), local Party committees and authorities will allow retirement in accordance with the Government's policies to combine restructuring and improving the quality of the team of civil servants and public employees.
In case civil servants and public employees wish to retire immediately before operating the 2-level local government organization model, the local Party Committee and government will consider and decide to let civil servants and public employees immediately retire and continue to receive their salary until they are entitled to policies and regimes according to Decree 178/2024/ND-CP (amended and supplemented in Decree 67/2025/ND-CP) from July 1, 2025.
Thus, cadres, civil servants and public employees who retire right before the merger will still receive their salary until they enjoy the regime of Decree 178/2024/ND-CP and Decree 67/2025/ND-CP according to the latest direction.
