Reasons why teachers have not yet enjoyed the integrated disability training regime in Quang Tri
Quang Tri - In some communes, the regime for teachers directly participating in teaching people with disabilities to integrate has not been paid according to regulations.
Lao Dong Newspaper received feedback from teachers in Vinh Linh Commune (Quang Tri Province) about not being paid for the policy of participating in teaching people with disabilities to integrate.
Currently, the first semester of the 2025-2026 school year has ended, but teachers teaching people with disabilities have not yet received the regime from the second semester of the 2024-2025 school year.
"The dossier related to teaching people with disabilities to integrate in the second semester of the 2024-2025 school year has been completed for a long time, but I and other teachers have not received the regime and the reason is unknown. Meanwhile, some neighboring communes have long received this regime - teacher Linh (character's name has been changed) reflected.
Speaking to Lao Dong Newspaper, Mr. Nguyen Thien Tung - Chairman of Vinh Linh Commune People's Committee said that in the 2023-2024 school year, teachers have been fully paid for the integration program for people with disabilities. In the 2024-2025 school year, due to lack of funding, the regime has not been fully paid to teachers.
"The budget has not been provided, currently there is a shortage of about 2 billion VND. The commune has submitted a document to the Department of Finance, and until there is funding, Vinh Linh commune will resolve the regime for teachers" - Mr. Nguyen Thien Tung said.
Research shows that not only in Vinh Linh commune, but also in some other communes in Quang Tri province, teachers who teach people with disabilities to integrate have not yet paid in full.
According to the leader of the Department of Education and Training of Quang Tri province, the unit also received a number of recommendations and feedback related to the delay in paying the regime for teachers directly participating in teaching people with disabilities to integrate according to the provisions of Decree No. 28/2012/ND-CP of the Government.
On December 24, 2025, the Department of Education and Training of Quang Tri province sent a document to the People's Committees of communes, wards, special zones and units under the Department, requesting inspection, review and implementation of payment of regimes and policies for outstanding civil servants and employees. During the implementation process, if there are any problems, the units should report to the Department of Education and Training of Quang Tri province to coordinate in resolving or synthesizing and reporting to the People's Committee of Quang Tri province according to regulations.
Previously, since the beginning of 2023, Lao Dong Newspaper has published many articles reflecting the regulation on support policies for teachers teaching people with disabilities to integrate into public vocational training institutions that have existed for a long time, but teachers in Quang Tri province have not received them. At the dialogue meeting between the Chairman of the People's Committee of Quang Tri province and union members, workers and civil servants held on April 28, 2023, workers requested the provincial leaders to consider and resolve the issue to ensure the regime for teachers teaching people with disabilities to integrate. After that, the People's Committee of Quang Tri province requested the provincial Department of Education and Training, the provincial Department of Finance and related units to review and advise on the implementation of the above regime.
