Many businesses are late in paying social insurance
On the afternoon of January 15, informing at the press conference on the socio-economic situation of Khanh Hoa province in 2025, a representative of the Social Insurance sector XXIV said that in 2025, the situation of violations of social insurance (SI) payment obligations in Khanh Hoa province will continue to be complicated.
The whole province has 1,825 employers with social insurance debts in 2025. Through measures to urge and collect debts, many units have overcome financial obligations. Specifically, 986 employers have paid the full amount of debt, with the total amount recovered reaching more than 36.99 billion VND.
In addition, 237 units have partially corrected, with the amount paid being more than 12.53 billion VND. To date, there are still 839 employers that have not overcome the situation of social insurance debt. Of which, 481 units only employ 1 worker.

Notably, many businesses often change headquarters, change contacts, and do not respond to documents from authorities. Some units have actually stopped production and business activities but still have legal status to handle outstanding debts.
As of December 31, 2025, the provincial social insurance debt ratio is 2.36%, lower than the 2.77% assigned by Vietnam Social Insurance. However, the authorities believe that the risk of new and prolonged debt arising is still high.
Among the violating units, many enterprises owe social insurance in large sums of money, have been held for many years, are no longer able to pay and are in the process of filing for bankruptcy proceedings.
A typical example is Cam Ranh Shipbuilding Company Limited, with an amount of social insurance debt of nearly VND 29.92 billion. This enterprise has been granted a decision by the Khanh Hoa Provincial People's Court to open bankruptcy proceedings.
Similarly, Nha Trang Shipbuilding Company Limited owes more than VND 22.14 billion in social insurance and has submitted a request to open bankruptcy proceedings to the Khanh Hoa Provincial People's Court.
Some businesses are still operating but have longstanding social insurance debts, with large sums of money being the Mai Linh Group Joint Stock Company Branch in Nha Trang, owing more than 5.21 billion VND; Mai Linh Nha Trang Company Limited owes nearly 910 million VND; No. 12 Drainage Construction Joint Stock Company owes more than 2.03 billion VND.
Strengthening coordination in handling and protecting workers' rights
Although the Social Insurance agency has implemented many drastic solutions, the whole province still has hundreds of employers who are late and evade social insurance payments, directly affecting the rights of employees.

Faced with the above situation, Khanh Hoa Social Insurance said that it has been synchronously implementing many measures such as: Sending monthly debt notices, calling to urge, inviting businesses to work directly, issuing official dispatches requesting the performance of social insurance, health insurance, unemployment insurance, etc.
At the same time, the provincial Social Insurance will coordinate with the Tax authority to verify the operation of the enterprise; coordinate with the provincial Labor Federation, the Department of Home Affairs, and the provincial Police to request units to comply with the law on social insurance; advise the Khanh Hoa Provincial People's Committee to sanction administrative violations according to regulations.
