Khanh Hoa applies new bonus regulations for officials and civil servants

Khanh Hoa - The new bonus regime implementation regulations issued by Khanh Hoa do not apply the method of calculating according to salary coefficients or positions as before.

On January 6, information from the People's Committee of Khanh Hoa province said that Chairman of the People's Committee of Khanh Hoa province Tran Phong has just signed a Decision promulgating the Regulations on implementing the bonus regime for cadres, civil servants and employees working at agencies, units and localities in the province.

This decision takes effect from December 29, 2025, and at the same time replaces Decision No. 207/QD-UBND dated January 21, 2025 of Khanh Hoa Provincial People's Committee (before the time of provincial reorganization).

According to the Regulations, the subjects of application are cadres, civil servants and employees whose names are on the salary payment list of agencies, organizations, units and localities in Khanh Hoa province in the fiscal year.

The Regulations clearly stipulate the scope, bonus fund, reward consideration criteria, reward levels, procedures for the following forms: special awards, excellent achievement awards and annual periodic awards according to the results of assessment and classification of task completion levels.

The annual bonus fund is determined by 10% of the total salary fund (excluding allowances) according to the positions, titles, ranks, and levels of the subjects on the salary list.

Of which, a maximum of 50% of the bonus fund is reserved for individuals with outstanding qualities, abilities, outstanding achievements or outstanding work achievements. The funding source for implementation is arranged according to the instructions of the Ministry of Finance in Circular No. 62/2024/TT-BTC.

Annual periodic bonuses are based on the results of assessment and classification of task completion quality. In which, the bonus for excellent task completion is 3.0 times the basic bonus, good task completion is 2.4 times the basic bonus, task completion is 1.0 times the basic bonus.

The basic bonus level is determined based on the remaining budget of the bonus fund after having paid an extraordinary bonus and awarded special achievements in the year.

Each achievement can only be considered for a one-time award, ensuring publicity, transparency, and not being linked to the salary coefficient or position.

The regulations clearly stipulate that until January 31 of the following year, if the agency or unit does not use up the year's bonus fund, it cannot transfer the source to the following year.
