Hai Phong City Trade Unions at all levels strive to have at least 85% of units and enterprises eligible to negotiate and sign Collective Labor Agreements according to the provisions of law by 2026; at least 85% of enterprise-based trade unions, non-state-owned units participate with employers in promulgating and implementing grassroots democracy regulations.

Thanks to the good implementation of dialogue and democratic regulations, in 2025, labor relations in the city will be basically stable. The whole city had 4 collective labor disputes and work stoppages. The main cases are related to the proposal to adjust salaries, allowances, welfare regimes; implementation of labor contracts and social insurance; working hours and salary scale. Of these, 2 cases of illegal work stoppages at Tam Cuong Shoes and Materials Factory under Dinh Vang Company Limited (Vinh Am Commune) with about 1,000 employees participating and at Vinh Han Precision Technology Company Limited (Phuc Dien Industrial Park, Mao Dien Commune) with about 180 employees participating.

The City Labor Federation has promptly grasped information, coordinated with the government and relevant agencies to work with businesses, requested dialogue, and resolved recommendations from employees. As a result, 100% of cases were resolved completely, without creating hot spots, ensuring security, order and legitimate rights of employees.

For example, at Sao Vang Company Limited - An Lao Shoe Factory, the enterprise agreed to increase the allowance for diligence, living allowance, shift allowance, lucky money; workers return to normal work. At Vinh Han Precision Technology Co., Ltd., the union and the competent authority requested the enterprise to review the salary scale, adjust the salary according to seniority - skills, ensure the rights of employees to quit their jobs and stay at work. Longshore color American Printing Joint Stock Company and Yawanyong Vietnam Co., Ltd. are committed to signing labor contracts, paying social insurance, paying salaries on time, ensuring shift meals and not illegal dismissals. During the year, trade unions at all levels received and participated in handling 10 cases/complaints and petitions from workers, mainly related to wages, social insurance, contract termination and work transfer. Many cases were successfully guided and mediated, helping workers stabilize their jobs, ensure their rights according to regulations, limit disputes and strikes.

90.2% of grassroots trade unions have collective labor agreements

According to the Department of Home Affairs of Hai Phong City, in 2025, the Department will proactively coordinate with the City Labor Federation, the Hai Phong Economic Zone Management Board and the People's Committees of communes, wards and special zones to regularly monitor and grasp the labor relations situation in enterprises in the area; focus on enterprises that employ a lot of workers, enterprises in processing and exporting industries and enterprises in industrial parks and economic zones. In addition to the above work stoppages, most of the remaining enterprises in the area maintain harmonious relations; the above-mentioned recommendations and problems are mainly discussed and resolved by the parties through the dialogue mechanism at enterprises.
