Insurance debt exceeds 168 billion VND

According to Mr. Trinh Quang Nghia - Deputy Director of Social Insurance of XXI Region, up to now, the total amount of late payment of social insurance, health insurance, and unemployment insurance (including interest) of units and enterprises is more than 168.8 billion VND. Reasons why some businesses are facing financial difficulties, production and business, affected by natural disasters and epidemics (especially after the COVID-19 pandemic); some units have stopped operating and are unable to pay social insurance, health insurance, and unemployment insurance debts; The awareness of some business sections is currently not paying attention to the legitimate rights of employees, taking the importance of social insurance, health insurance, unemployment insurance policies and even disregarding legal regulations related to ensuring the implementation of the provisions of the Labor Law and the Law on Social Insurance...

Mr. Nguyen Cao Tinh in The Long village, Tho Phong commune said: I have been working at the Phong Nien brick factory, under Licogi Company since 1994. In October 2020, the company unilaterally terminated my contract, causing me to be unemployed. Currently, the company still owes me about 80 million VND, including severance pay and unemployment insurance. Recently, at a shareholders' meeting organized by the company, we also asked the company to repay the debt, they promised to repay it five or seven times but did not do so."

According to Mr. Trinh Quang Nghia, 21.20 Regional Social Insurance has sent documents to the police to verify violations related to the insurance sector of 3 units including the Northern Construction Investment and Development Joint Stock Company Branch in Quang Ngai; Tinh Tien Packaging Company Limited and Tien Loc Phat Company Limited (Thach Phat Construction & Trading Company Limited) for the police to verify the violation. However, up to now, the police have not yet determined whether the violation to be prosecuted by an organization or individual is specific.

Proposal to handle businesses that are slow

Mr. Trinh Quang Nghia said that in the coming time, the Social Insurance sector has thoroughly grasped and directed the serious, complete and timely implementation of the collection, management of late payment, urging collection, and reducing late payment procedures of Vietnam Social Insurance. Conduct inspections and checks on units and enterprises that have sent urging notices many times, have worked, have committed commitments but have not yet submitted them. At the same time, regularly review units and enterprises that have stopped or temporarily suspended operations, dissolved, bankrupt, absconded owners, missing units... to promptly resolve debts to avoid arising virtual debts.

Mr. Trinh Quang Nghia also recommended that the Department of Home Affairs, the Department of Finance, the Provincial Tax Department, the Provincial Police, the Provincial Labor Federation, the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks continue to coordinate with the Provincial Social Insurance to organize dialogue conferences, work with employers who are late in paying, evade paying, or do not fully pay social insurance, health insurance, and unemployment insurance for employees. Request units and enterprises to recover, register to participate fully, and transfer the late payment amount to ensure the rights of employees (for the group of units that are late in paying from 12 to under 36 months); Organize and establish an interdisciplinary inspection team for units that have owed large sums of money and have owed for many years but have worked, been urged, and committed many times but still delayed in making the transfer and resolutely handle it strictly.
