Types of work that cannot be signed for civil servants from July 1, 2025
Decree 173/2025/ND-CP clearly states the types of work that cannot be signed under contracts to perform duties of civil servants.
Decree 173/2025/ND-CP takes effect from July 1, 2025. Clause 2, Article 7 of the Decree stipulates that no contracts are signed to carry out the following tasks:
a) State management work is of a regular and continuous nature;
b) Work not under the functions, tasks, or powers of an agency, organization, or unit;
c) Work in which the performance of the contract may cause conflicts of interest, affecting objectivity, transparency, and integrity in public service activities;
d) Work affecting national defense, security, internal political security, anti-terrorism, counter-terrorism, protection of state secrets, tasks with important secret positions. In case it is necessary to sign a contract to perform the task, it is necessary to seek consensus from the Ministry of Public Security and the Ministry of National Defense before organizing the signing of the contract.
