Chairmen of People's Councils and People's Committees at commune level are not classified as civil servants because they are cadres holding positions for a term and do not apply civil servant positions.

Localities are allowed to sign contracts to support commune-level civil servants, not included in the payroll
Many localities temporarily suspend recruitment and transfer of civil servants and public employees
