Hanoi - On May 28, at the dialogue between the Chairman of the City People's Committee and employees, the issue of workers who are health workers still facing many difficulties in terms of on-call pay, housing, etc. was raised.

Ms. Hien suggested that it is necessary to ensure specific regimes for the health sector, especially on-duty pay, on-site allowances, and adjust the level of preferential allowances for health workers. At the same time, there is a policy to attract medical staff and employees through training, fostering, and improving professional capacity for medical staff.

Responding to Hien's opinion, Mr. Vu Cao Cuong - Deputy Director of Hanoi Department of Health said that currently officials and employees in public health facilities are entitled to the tricky allowance and surgery in accordance with the Prime Minister's Decision No. 73/2011/QD -TTg dated 8.12.2011, stipulating a number of specific allowances for civil servants, officials and employees in public medical facilities; Preferential allowances prescribed in Decree 56/2011/ND-CP of July 4, 2011 of the Government. As of 2011, the base salary was 830,000 VND, over 14 years and many times raised the salary, currently the base salary was 2,340,000 VND, 2.8 times higher than in 2011.

Currently, the Ministry of Health has drafted a Decree regulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities, anti-epidemic allowance regimes; support regimes for health workers in villages, residential groups, and midwives, replacing Decision 73/2011/QD-TTg; at the same time, draft a Decree regulating preferential allowances according to occupation for civil servants and workers working at public health facilities, replacing Decree No. 56/2011/ND-CP. When the Decree is issued, the allowance will be increased 2.8 times compared to the current basic salary.

Regarding high quality human resources, as of March 31, 2025, the whole health sector of the Capital had 9 associate professors, 585 doctoral/CKII, 2,809 masters/CKI/boarding. Mechanisms and policies on training, retraining, recruiting and remuneration of health workers have been included in the Capital Law and the 2025 working program of the City People's Committee. In which, the Department of Home Affairs was assigned to preside over, the Department of Health coordinated to develop two resolutions of the City People's Council: Resolution stipulating the attraction and respect of talented people; Resolution stipulates the policies on developing high quality human resources of the Capital.

Regarding the on-site compensation regime in kind, implemented according to Circular No. 24/2022/TT-BLDTBXH dated November 30, 2022, employees working in occupations and jobs on the list of particularly arduous, toxic, dangerous and arduous, toxic and dangerous jobs; working in the working environment as prescribed in Clause 2, Article 3 of Circular 24/2022/TT-BLDTBXH will receive compensation in kind according to regulations.
