Receiving subsidy funds, cadres retire according to Decree 178 to start a business at the age of 53

Mr. Ha Duc Lieu was born in 1972, Thai ethnic group, from Hoi Xuan commune, Thanh Hoa province. He rose from the position of District Youth Union of Phu Nghiem commune (old Quan Hoa district, Thanh Hoa province). In May 2025, Mr. Lieu applied for retirement under Decree 178 while serving as Chairman of the District Farmers' Association. On July 1, 2025, Mr. Lieu received a retirement decision and received the entire subsidy of 1.9 billion VND.

"Since the policies of the Party and the State and the instructions of the province, I have made the application very quickly, without any problems. When I received the retirement decision and received the support fund, I felt very happy and secure. I have also received a pension of more than 7 million VND/month for the past 2 months, said Mr. Lieu.

Retiring at the age of 53 when his two children were grown up and independent, Mr. Lieu said he had considered "the second leg of life". On his family's land, Mr. Lieu plans to balance the subsidy fund and the money that he and his wife have saved over the years to develop the family economy.

My wife and I discussed and decided to re-plan the family's land and hilly areas to raise pigs, chickens, and fish (green dam fish) to supply homestays and community cultural tourism areas in the commune and province, aiming to expand to neighboring tourist areas outside the province. In particular, I will focus on doing a family homestay in Dong Tam village, Hoi Xuan commune...", Mr. Lieu said.

To implement the "one-of-a-kind" of life, Mr. Lieu attended training courses on management skills and operations of economic models, and learned more about farms and homestays in the commune and neighboring areas.

According to Mr. Lieu, after more than 30 years of working, retiring at the age of 53 and receiving support funds from the State, he is completely satisfied and has no worries or worries. Because, in addition to his pension of more than 7 million VND/month, he also has money to calculate business.

I dont know that after many years of being an official in a state agency, rising to the surface, I can make my own miracle story, on my homeland, using the leverage of a supported financial foundation - as a sharing and recognition of the Party and the State with those who comply with policies and guidelines to make the country rich, strong and civilized, Mr. Lieu shared.

According to Mr. Lieu, he was accompanied by more than 20 cadres and civil servants of the Fatherland Front, mass organizations and departments of the District People's Committee on this occasion. Most of the cadres, civil servants, and qualified workers have resigned and have work plans for themselves in the coming time, said Mr. Lieu.
