In case of dissolving public service units when organizing two-level local governments
The case of dissolving public service units when organizing local governments at two levels is mentioned in Official Dispatch 03/CV-BCD.
The Steering Committee arranges administrative units at all levels and develops a model of two-level two-level organizations to issue Official Letter 03/CV-BCD on orienting a number of tasks to arrange administrative units and organization of two-level local government; Regarding the organizational structure, officials and officials of officials when arranging.
Section 2.7 Sub-section 2, Section 2 of Official Dispatch 03/CV-BCD in 2025 clearly states as follows:

2.7. For public service units

- Assign the provincial level to restructure or dissolve ineffective public service units, ensuring improvement of the quality of providing basic and essential public service services in conjunction with restructuring and reducing civil servants receiving salaries from the state budget according to the requirements of Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Central Conference, 12th tenure on continuing to innovate and manage, improving the quality and efficiency of public service units.
Thus, after the local government at both levels comes into operation, the provincial People's Committee will restructure or dissolve ineffective public service units.
