In case commune-level civil servants do not apply early salary increase due to achievements

Clause 2, Article 1 of Circular 08/2013/TT-BNV stipulates subjects not eligible for early salary increase, including:

- Cadres subject to salary classification according to the salary table for positions who have been paid according to their terms.

- Commune-level cadres who are receiving pension or disability allowance as prescribed in Point c, Clause 1, Article 5 of Decree 92/2009/ND-CP and Clause 1, Article 1 of Decree 29/2013/ND-CP amending and supplementing a number of articles of Decree 92/2009/ND-CP.

- Commune-level civil servants who have not graduated from professional training or skills as prescribed in Point b, Clause 2, Article 5 of Decree 92/2009/ND-CP.

Thus, there are currently cases where commune-level civil servants are not eligible for early salary increase due to achievements, according to the above regulations.
