The Head of the Front Working Committee is not subject to Decree 178

According to Clause 6, Article 33 of Decree 33/2023/ND-CP, part-time workers in villages and residential groups have no more than 3 positions, including: Party cell secretary; Village chief or residential group leader; Head of the Front Working Committee.

Decree 67/2025/ND-CP has amended and supplemented Article 2 of Decree 178/2024/ND-CP on subjects applying policies and regimes in implementing the reorganization of the apparatus of the political system.

Accordingly, part-time workers in villages and residential groups are not subject to Decree 178. This means that the Head of the Front Work Committee in the village will not enjoy the regime of Decree 178.
