Deputy Commander of the Commune-level Military Command is not a commune-level civil servant

Article 20 of the 2019 Law on Militia and Self-Defense Forces stipulates:

Military command committees at commune and village levels

1. The Commune-level Military Command is the standing agency for national defense work at the commune level. The members of the Commune-level Military Command include:

a) The commander is a member of the People's Committee of the commune and the reserve officer; In a state of national defense, the status of the war was called to serve at the army in accordance with the provisions of the Law on the Vietnam People's Army Officers and continue to take on the position of Commander of the Commune Military Command;

b) Political Commissar appointed by the Secretary of the Commune-level Party Committee;

c) Deputy Political Commissar appointed by the Secretary of the Ho Chi Minh Communist Youth Union at the commune level;

d) Deputy Commander is a part-time employee at the commune level.

2. Commune-level military commands have their own headquarters or workplaces and are allowed to use their own seals according to the provisions of law.

Thus, according to current regulations, the Deputy Commander of the Commune-level Military Command is a part-time employee at the commune level.
