Prolonged salary debt, Phuc Hung Company continuously fails to meet deadlines

The company once issued a notice responding to employees.

According to the list of employees who used to work at the general company, there are 26 employees being owed by the company with a total amount of 1,444,691,158 VND.

According to the reflection of Mr. To Hong Chung (who was owed 4 months' salary by the company, about 70 million VND according to his calculations), after quitting his job, the employee asked the staff at the company's accounting department and were told that the money was about to arrive, encouraging the employee to try to wait.

After a long wait without response, on August 2, 2025, employees sent an email requesting the company to pay their salaries. By August 6, 2025, the company responded, stating that many previous projects (specifically listed by the business) had not yet been finalized, and the investor had not paid, so the business faced difficulties in paying outstanding debts, including employees' salaries.

On the other hand, according to the company's announcement, the enterprise is in the process of consolidating the leadership apparatus after the decision to appoint a new director from June 2025. The Administration - Accounting Department is currently receiving and reviewing all outstanding debts, including debts to material suppliers, labor and salaries of officials and employees. At the same time, the Project Management Department is required to supplement personnel to urgently complete dossiers and recover debts from old projects that employees used to participate in with the enterprise.

Emails sent to employees also stated that, regarding the salary debts of employees mentioned in the letter, the company is waiting for the finalization source of old projects to come, which will be planned and notified.

Many missed appointments

Mr. To Hong Chung added that on September 29, 2025, the company held an internal meeting and issued a notice responding to complaints about salary arrears for officials and employees. The notice signed by Mr. Le Dinh Viet - in charge of the Administration - Accounting Department, representative of the company, clearly stated that to have a plan to definitively resolve petitions related to salary arrears, the enterprise will organize a meeting with representatives of the collective of officials and employees who have filed petitions to discuss salary payment plans. After that, employees hired lawyers and made a written authorization for lawyers to work directly with the company to resolve the salary arrears issue.

On October 6, 2025, the company sent an email inviting a meeting on the issue of salary arrears at 2:00 PM on October 7, 2025 and requested to have a power of attorney. At this time, the lawyers had not collected enough power of attorney applications (because everyone worked far away and could not send applications in time), so they proposed to postpone the meeting time to 10:00 AM on October 21, 2025.

On October 21, 2025, the lawyers sent an official letter to the company and scheduled a meeting at 3:00 PM on October 22, 2025, but the company announced that the leaders were busy and scheduled a meeting at 10:30 AM on October 27, 2025.

On October 27, 2025, the lawyer came to the company to work as scheduled, but while on the way, the company announced the postponement of the appointment to 10:00 AM on October 29, 2025, citing the reason that the leader was sick and went to the construction site. However, the lawyers still came to work at the company. When they arrived, the person receiving the lawyer was Mr. Le Dinh Viet.

On October 29, 2025, the lawyers came to work as scheduled. Mr. Cao Van Lam - Director of the company - was the person working with the lawyers and promised that on November 30, 2025, he would come up with a specific plan on the payment deadline and issue a notice of salary payment.

By November 28, 2025, after not receiving any action from the company, the lawyer continued to send an email to the company requesting clarification of the salary payment issue. After that, the company did not respond further. The lawyer's side took the next steps to send petitions and letters to relevant agencies, departments, and sectors.

For many months, although workers have continuously requested wages, the company has not resolved it.

Upon receiving the complaint, reporters of Lao Dong Newspaper repeatedly tried to contact and Mr. Nguyen Ngoc Duong - Chairman of the Board of Directors of the company, arranged to come to work at the company on the morning of January 26. However, when reporters arrived at the headquarters at The Light building on To Huu street as scheduled, Mr. Nguyen Ngoc Duong was not present to work. At 10 am on January 27, once again, according to Mr. Nguyen Ngoc Duong's appointment, reporters of Lao Dong Newspaper came to the company office. However, once again, Mr. Duong... did not appear for reporters as scheduled.
