Funding for paying subsidies for civil servants who voluntarily resign
The Ministry of Home Affairs has just responded to the fact that the funding source for paying subsidies to civil servants who voluntarily resign exceeds the regular operating expenditure estimate.
The Ministry of Home Affairs has just issued Official Letter No. 1311 guiding a number of difficulties and problems according to the proposal of the Department of Home Affairs of Lang Son province.
Previously, the Ministry of Home Affairs received Official Letter No. 2923 from the Department of Home Affairs of Lang Son province on the synthesis of difficulties and problems in the process of organizing and implementing tasks.
One of the difficulties and problems raised by the Department of Home Affairs of Lang Son province is the funding source for paying the regime for civil servants who voluntarily resign according to Decree 170/2025/ND-CP.
In Article 60 of Decree 170/2025/ND-CP: The funding source for paying severance pay is arranged in the regular operating expenditure estimate assigned annually by competent authorities.
According to regulations, the annual expenditure rate according to the staffing quota is 32 million VND/house allowance. Meanwhile, the payment regime for civil servants who voluntarily resign according to Decree 170/2025/ND-CP is quite high, around 200 - 300 million VND/person, in some cases, long-term service is around 900 million VND.
Therefore, currently, agencies and units are having difficulty in paying the regime for civil servants who voluntarily resign according to Decree 170/2025/ND-CP because the regular operating expenditure estimate assigned annually by competent authorities does not have enough funding to pay the severance pay.
Responding to the above content, the Ministry of Home Affairs said that Article 60 of Decree 170/2025/ND-CP stipulates: "The funding source for paying severance pay is arranged in the regular operating expenditure estimate assigned annually by competent authorities".
In case the funding source for paying severance pay exceeds the regular operating expenditure estimate, the Ministry of Home Affairs requests the Department of Home Affairs of Lang Son province to report to the competent authority for consideration and decision.
