It is expected that after the arrangement, the number of provincial-level cadres and civil servants will decrease by more than 18,440 cadres and civil servants compared to the number assigned by competent authorities in 2022. The commune level (commune, ward, special zone) will reduce more than 110,780 positions of cadres and civil servants compared to the total number of positions at the district and commune levels in 2022 due to job position arrangement, staff streamlining, and regime retirement according to regulations.

Speaking with Lao Dong, former Deputy Minister of Labor, War Invalids and Social Affairs (now the Ministry of Home Affairs) Pham Minh Huan said that the State needs to have practical support policies to help affected workers quickly find new jobs. Mr. Huan proposed that in addition to general policies, the State should add more budget to support workers in the process of finding jobs, especially supporting vocational training, job conversion and connecting with businesses with recruitment needs.

Assessing the labor force affected by the restructuring and streamlining of the apparatus, Director of the Department of Employment (Ministry of Home Affairs) Vu Trong Binh said that these are people with experience, adding a significant force to the labor market that is in great need of experienced human resources and managers.

Regarding the arrangement and merger of provinces, the Department of Employment is coordinating with units in the Ministry to grasp the data. "Up to now, we do not have data to assess the situation correctly. How many workers leave the public sector, what their professional qualifications are, in which areas and on that basis we group, classify and connect between businesses and workers" - Mr. Binh analyzed.

According to Mr. Binh, the Department of Employment is actively assessing labor, thereby having mechanisms and policies to provide information, introduce jobs, and provide loans from the National Employment Fund. In fact, there are many different groups of workers, some are young workers, some are over 50 years old, and there must be appropriate behavior in the policy mechanism.

Our country currently has 54 million workers, of which nearly 53 million workers are participating in the labor market. From the perspective of the labor market, 130,000 people are affected by streamlining the apparatus in many different industries and occupations, spread across 63 provinces and centrally-run cities and will be added to the labor market. Therefore, Director Vu Trong Binh said that this did not create any major fluctuations in the market.

"We have been directing the employment service center system and some localities to implement job introduction and job connection between businesses and this group. The Department of Employment is also researching and reporting on proposed policies and mechanisms, training issues, labor market information, and loans, said Mr. Binh.
