Complete the payment of benefits for union officials on leave according to Decree 178 before October 10

The Vietnam General Confederation of Labor has just issued a document signed by Vice President Nguyen Xuan Hung, sent to the Provincial and Municipal Confederations of Labor, Central Industry Trade Unions, and affiliated public service units on the payment of regimes and policies for full-time trade union officials.

According to the VGCL, Pursuant to the Government's Resolution No. 07/2025/ND-CP of September 17, 2025 on policies and regimes for subjects subject to the impact due to the organization of the organizational structure and administrative units at all levels in accordance with the Conclusion No. 183-KL/TW of August 1, 2025 of the Politburo and Secretariat; Official Letter No. 6383/BNV-TBCB dated August 13, 2025 of the Ministry of Home Affairs on the implementation of Conclusion No. 183-KL/TW; Instruction No. 09/HD-TLD of September 19, 2025 of the VGCL to implement the Government's Resolution No. 07/2025/ND-CP ... to ensure timely payment of regimes and policies for specialized trade union officials under Decree 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) and Resolution No. 07/2025/ND-CP Caves of provinces, cities, central trade unions, non -business units under the VGCL to implement the following contents:

1- Complete the payment of regimes and policies for full-time union officials who are subjects of early retirement ( premature retirement, leave) according to Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP) before October 10, 2025. For units that have not yet submitted reports on the results of implementing the regime and policies according to Official Dispatch No. 489/TLD-QHLD dated September 9, 2025, it is recommended to send a report to the Vietnam General Confederation of Labor before October 10, 2025.

2- Urgently appraise documents, approve funding and issue decisions to implement policies and regimes according to Resolution No. 07/2025/ND-CP of the Government. Payment of regimes and policies according to Resolution No. 07/2025/ND-CP for employees must be made no later than November 1, 2025. Report the results of reviewing and implementing Resolution No. 07/2025/ND-CP to the Vietnam General Confederation of Labor before November 20, 2025.

If there are any problems, please report to the Labor Relations Department of the Vietnam General Confederation of Labor for instructions on implementation.

After that time, if the unit does not completely implement the payment of regimes and policies to employees, that unit will be fully responsible to the Presidium of the Vietnam General Confederation of Labor and employees.
