Proposal to provide preferential allowances according to the profession for researchers who are conducting scientific research projects at public service units.

Mr. Vu Anh Tuan - Vice President of the Vietnam Health Trade Union - said that through the synthesis of the Vietnam Health Trade Union, union members and workers in the health sector requested the Ministry of Health to continue reviewing, synthesizing and proposing amendments and supplements to legal documents related to vocational allowances; on-duty, surgery, emergency resuscitation regime; occupational risk allowances, anti-epidemic allowances, ensuring unified application nationwide. Consider submitting to the Government for early promulgation regulations on a number of special allowance regimes for civil servants, public employees and workers in public health facilities; anti-epidemic allowance regime; support regime for health workers in villages and residential groups.

In addition, review, amend and supplement inappropriate regulations related to ensuring occupational safety and hygiene in the health sector; propose raising the level of toxic compensation and consider amending regulations in the direction of allowing the payment of cash allowances, creating conditions for workers to proactively purchase items suitable to actual needs, overcoming the situation where some units encounter difficulties in the bidding process, leading to not fully implementing the regime for workers.

Union members and workers also suggested continuing to study and amend Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to profession for civil servants and public employees working at public health facilities: Add the subjects who are researchers who are conducting scientific research projects at public service units, the subjects indirectly entitled to the lowest allowance is 20%.

The opinions also suggested that the Ministry of Health recommend to the Party, Government and National Assembly to pay attention to reviewing and adding staff to the health sector in accordance with practical needs and task requirements. At the same time, promptly remove shortcomings in extending labor contracts but not being considered for recruitment of civil servants; ensure the principle of equality of rights and policies for employees working in the same job position.

Along with that, develop and implement appropriate policies to attract, use and retain medical human resources, especially a team of doctors and nurses with high professional qualifications. Innovate training and fostering in the direction of closely linking with job positions and practical needs of the industry, meeting the requirements of improving the quality of care and protecting people's health.

Propose that the Ministry of Health direct and supervise regulations on working hours, rest hours, clearly defining working hours and on-call hours; ensure compensatory leave and leave in accordance with regulations. Pay attention to and direct units to implement improving working conditions, occupational safety and hygiene, strengthening measures to ensure occupational safety, security, and hospital order; coordinate to perfect the system of processes and legal mechanisms to protect medical staff during the performance of their duties.
