Slow payment of allowances for teachers teaching integrated people with disabilities

In many communes in Quang Tri province, teachers directly involved in teaching integrated disabled students have not yet been paid benefits according to regulations, even though they have completed dossiers and the school year has ended a long time ago. This situation is creating anxiety, affecting the lives and motivation of the teaching staff.

Ms. Anh (name changed), a primary school teacher in Khe Sanh commune, said that in the 2024-2025 school year, she directly teaches inclusive disabled students according to the school's assignment. According to current regulations, teachers participating in teaching this subject will enjoy corresponding support regimes.

In the 2023-2024 school year, some of my colleagues have received full benefits. However, by February 2026, when the first semester of the 2025-2026 school year has ended, I have not yet received the support for the 2024-2025 school year," Ms. Anh said.

According to feedback, all related dossiers have been completed by teachers and submitted according to the correct procedures. However, the payment is still "standing still", without a specific timeline, causing teachers to worry and not know when to wait.

Not only Khe Sanh, a similar situation is also happening in Tan Lap commune. Although the 2024-2025 school year has ended and is now entering the second semester of the 2025-2026 school year, teachers directly teaching inclusive disabled students here have not yet received benefits.

In Vinh Linh commune, the delay in paying allowances also lasts from the second semester of the 2024-2025 school year. Teacher Hoa (name changed) said that the teacher's dossier has been completed for a long time, but has not yet received the allowance, while some neighboring communes have been fully paid.

Waiting for the Provincial Department of Finance to allocate budget

Explaining the reasons for the slow payment, the leader of Khe Sanh Commune People's Committee said that in the 2024-2025 school year, there are 73 disabled students in the commune. According to regulations, the number of teachers directly teaching these children are eligible for support. However, the total cost to be paid is quite large, exceeding the balanced capacity of the commune budget.

The commune has fully summarized the dossiers and data and sent a document to the Department of Finance of Quang Tri province requesting funding. Up to now, funding has not been allocated, so the commune cannot pay for teachers," the leader of Khe Sanh Commune People's Committee informed.

Leaders of Tan Lap commune said that the locality has requested higher authorities to consider and allocate funds to pay according to regulations, but so far there has been no specific response.

Mr. Nguyen Thien Tung - Chairman of Vinh Linh Commune People's Committee confirmed that in the 2023-2024 school year, teachers in the area have been fully paid for the regime of teaching inclusive disabled students. However, in the 2024-2025 school year, due to lack of funds, the locality cannot fully pay.

The Commune People's Committee has submitted a report to the Department of Finance. When funds are allocated, the locality will resolve the regime for teachers in accordance with regulations," Mr. Tung said.

According to the leader of the Department of Education and Training of Quang Tri province, the unit has received a number of recommendations and reflections on the slow payment of allowances to teachers directly involved in teaching integrated people with disabilities, implemented according to the provisions of Decree No. 28/2012/ND-CP of the Government. On December 24, 2025, the Department of Education and Training of Quang Tri province sent a document to the People's Committees of communes, wards, special zones and units directly under the Department, requesting inspection, review and full payment of outstanding allowances and policies for civil servants and employees.

The document clearly states that in the process of implementation, if problems arise, units need to promptly report to the Department for coordination to remove or summarize, and report to the Provincial People's Committee for consideration and resolution according to their authority.
